who is responsible for pollution- people or government???

According to me both are responsible but people
constitute the highest ratio in it. The major reason
behind it, is their illiteracy and unawareness towards
hygiene. People have adapted themselves in such
unhygienic conditions. None of us ponder about the
garbage spread on the road, The plastics flying over and
the animals waste littered on the road.
To reduce this ,spread of awareness and quality
education are the foremost requirement. And ,here
comes the role and responsibility of the govt.
This is my view but this broad topic will surely attract
varying views .

According to me educated and rich people are most responsible for this pollution.
First

As rich people are wasting their money in useless parties ,vehicle ride, ac, heater, cooler, land and many more . This things led to pollution in vast amount.

Second
Educated people
Educated people are knowing about the consequences but they let this to continue.
I just take the example of us only we crossed 10th. We became educated. We got power to decide ,judge, choose etc. Have we stopped the use of plastic bags just only in our homes??
No, because we just write about this things , thinks about this things, criticize poor and illiterate people for this things but we don't criticize to our self....

If one survey is organised then there would be result- 100 percent poor and illiterate people = 25 percent rich people in terms of pollution
